The Abraham Accords Prosperity Group intends to launch an institutional fund. This will be the investment vehicle to encourage young people to start up businesses, to support and scale up existing businesses, to compete for and operate franchises across the region and to build cross-border businesses in the service sector, with a programme of mentorship and advice included. The Rt Hon Sir Liam Fox was the Conservative Member of Parliament for North Somerset for 32 years (1992-2024). A trained doctor from the University of Glasgow, he began his career in the NHS before entering politics.
He has served in senior government roles including Secretary of State for Defence under Prime Minister David Cameron and Secretary of State for International Trade under Theresa May, where he established the UK’s first independent trade policy in 40 years after Brexit.
Earlier, he held positions at the Foreign & Commonwealth Office and served as Shadow Health, Defence, and Foreign Secretary. In 2020, he was nominated by Prime Minister Boris Johnson as the UK’s candidate for Director-General of the World Trade Organization.
Sir Liam is the founder of the military charity Give Us Time and author of Rising Tides, exploring global political and economic challenges. He recently published The Coming Storm: Why water will write the 21st Century, available in English and Arabic.
Michael McKinlay is a director of several UK-based technology ventures, including Aomame Spaces, The FinTech Group Ltd, and The ICMA Digital Academy. He also advises Nearfield.ai, BridgeLink AG, and Queens Gate Capital Advisors.
With over 30 years in investment and commercial banking, Michael led four greenfield ventures for HSBC, Credit Suisse Asset Management, and Emirates NBD, after beginning his career at J.P. Morgan overseeing operations in Canada and the Middle East.
An alumnus of London Business School and Cranfield School of Management, he received early leadership training at Britannia Royal Naval College, later commanding at sea with the Abu Dhabi Defence Force.

Katie Partridge is the Founder and CEO of Saphira Group, a private investment and advisory firm headquartered in London, with a presence in the US and the Middle East.
Katie is the Founder and Chairwoman of Johara Global, a social enterprise organisation that fosters female leadership and cross-cultural understanding between the Middle East and the West via tailored leadership, social entrepreneurship and mentorship programmes. Johara’s “Four Pillars” offer bespoke content on Education, Philanthropy, Entrepreneurship and Wellbeing through a digital platform and live events.
Her institutional investment career includes working at Donaldson, Lufkin & Jenrette, Credit Suisse First Boston and Caledonia Investments plc. Prior to setting up the Saphira Group, Katie was responsible for the real asset investments arm of WMG Advisors, a multi-family office. Before that, she served as a Managing Director at Hannam & Partners (previously Strand Partners), a privately owned merchant bank.
David Scott has over 40 years of experience in corporate broking and investment banking, advising small and medium-sized companies listed on the London Stock Exchange and AIM Market. He has extensive expertise in private equity, mergers and acquisitions, and strategic advisory work for investors and management teams in the UK and internationally.
David began his career at L. Messel & Co. in 1985 and went on to hold senior positions at Charterhouse Securities, Guinness Mahon, ING Barings, and Lewis Charles Securities. He co-founded and led Alexander David Securities as CEO and Head of Corporate Finance from 2006 to 2022.
He currently serves as a Partner at Chayton Capital LLP, an FCA-regulated investment firm, and is Co-Founder of Abraham Accords Advisers Limited alongside Sir Liam Fox, launching the Abraham Accords Fund Advisers and Prosperity Fund based in Bahrain.
Simon Penney CMG has held senior leadership roles bridging diplomacy and commerce, including serving as the UK’s first HM Trade Commissioner to the Middle East from 2018 to 2023.
Previously a senior banker for over two decades, Simon was Regional CEO at the Royal Bank of Scotland and CEO of Corporate and Investment Banking at First Gulf Bank in the UAE.
As Trade Commissioner, he deepened UK–Gulf relations, initiated the UK–GCC Free Trade Agreement, and established Sovereign Investment Partnerships with the UAE and Qatar, generating over £25 billion in UK investment. Under his leadership, bilateral trade between the UK and Gulf states grew by 30%.
Recognised in the King’s New Year Honours for his contribution to UK–Middle East relations, Simon brings extensive insight into international trade, diplomacy, and investment strategy across the GCC.
